Regional Transportation Plan

Purpose
Much like the Regional Plan, the Regional Transportation Plan is a guidebook for regional and subregional transportation facilities providing a look into the past and listing the needs for the future. The Regional Transportation Plan should assist the Transportation Advisory Committee in reviewing projects for the TIP and TE programs because the Regional Transportation Plan should include lists of needs for future transportation facilities. The Regional Transportation Plan should also assist with local land use decisions and provide communities with incentives to review local plans and regulations prior to developing a transportation project.
Description
The Regional Transportation Plan includes statistical information related to transportation such as traffic counts, ten year plan project locations, gaps in sidewalks connections, and designated bike routes, just to name a few. The Plan also includes projects, plans and studies that are needed to provide the best flow of traffic for people and goods in the North Country. This includes recommendations for local land use decisions, needed transportation projects, a list of high priority corridors for additional study, and areas where access points should be managed. There is input from all communities in the North Country into the update of the Regional Transportation Plan.
Timeframe
NCC is currently working on the latest update of the Regional Transportation Plan using statistical information and information gathered at six subregional meetings that occurred in the Fall of 2004. Like the Regional Plan, the Regional Transportation Plan will be updated annually and a major revision is scheduled every five years.
Related Services & Programs
Regional Plan - Information gathered for the Regional Transportation Plan will be used for the update of the Regional Plan. It will then be used to compare the outlook for transportation facilities and corridors to all other aspects of planning.
Traffic Counts & Road Inventories - Historical and current data collection materials will be used in the Regional Transportation Plan to give us an understanding of where traffic has increased or decreased and what towns are developing new roads and at what rate.
TIP & TE Programs - There are emergency transportation projects that occur that a community or the region may find appropriate to fund through the TIP and/or TE program. However, for the most part, a project proposal should relate to some need addressed in the Regional Transportation Plan. This would give the project a high priority rating and fit in with the overall plan for the region.
Transportation Advisory Committee - The transportation planner at NCC is responsible for pulling the Regional Transportation Plan together but will rely heavily on the Transportation Advisory Committee to assist in collecting data for the plan.
